The Tax Exemption Facility

Since 1 October 2024, Peraturan Menteri Keuangan (PMK) Nomor 59 Tahun 2024 has consolidated Indonesia's framework for granting VAT (PPN) and luxury sales tax (PPnBM) exemptions to foreign diplomatic missions and international bodies. The regulation replaces three older rules from 2014 and clarifies the process for obtaining a Surat Keterangan Bebas (SKB), the official tax exemption certificate issued by the Directorate General of Taxes.

Qualifying buyers include heads of mission, diplomatic staff, and foreign-national employees of international organizations accredited in Indonesia. The exemption covers four-wheeled vehicles, whether imported as CBU or assembled locally. One important condition: the exemption is granted on a reciprocity basis for bilateral embassies, meaning the Indonesian government extends it in proportion to equivalent treatment extended to Indonesian representatives abroad.
